Client Support Services
Home and Community Based Medicaid Waiver Services began in July 1997 at The Arc of Hilo with the introduction of The Adult Day Health Program. In 2000, The Personal Assistance Program was created and soon after the Support Employment program began in 2004.
The LASR (Long Term Adult Support & Resources) Program is a small state funded program that allows us to serve adults who are not eligible for a Medicaid Waiver. The Medicaid Waiver program (also known as Client Support Services) is designed to support individuals with mental retardation and developmental disabilities in their homes and in the community. These services are funded through the State of Hawai‘i and the Federal Medicaid Waiver Program.

We currently serve approximately 90 people in the Medicaid Waiver (Client Support Services) department. We are working closely with the Department of Health and the community to expand our Services and to offer more choices. If you are not eligible for state or federal funded programs, services at The Arc of Hilo are on a fee for service basis.
Who is eligible for Medicaid Waiver Services (Client Support Services)?
A person who:
- Is certified by the Hawai`i State Department of Human Services (DHS) as needing ICF/MR level of care;
- Is determined by DHS to be medically or categorically needy by Medicaid assistance; and
- Voluntarily chooses to be in the DD/MR Medicaid Waiver Programs.

Employment Services
The Supported Employment Program assists people with disabilities in finding desired jobs, in competitive employment, in our community. Support and job coaching is given to individuals in this program by on-site job coaches in order to ensure a successful placement. This program is available in Hilo, Puna, and Ka‘u.
This program gives assistance with support for individuals competitively employed in settings where people without disabilities are employed through job development and placement, adaptation, job supervision, and training not included in the business setting.
